This position supports Federal Emergency Management Agency (FEMA) for their Grants Management Modernization program (FEMA GMM). The FEMA GMM program represents a multi-year effort for IT Modernization and Transformation that will better enable citizens and first responders to apply for and be awarded Federal disaster and non-disaster grants.
Key Required Skills
- Prior experience designing, developing, implementing, and maintaining automation scripts for functional, integration, and end-end scenario tests to create and deploy automated tests, scripts, and tools that streamline workflows, reduce manual labor, and improve overall efficiency for FEMA users.
- Prior experience working at FEMA highly desired
- Must be a US citizen and be able to obtain and maintain a Public Trust clearance
Position Description
The Test and Evaluation Lead will be very client focused and proactive in identifying issues and risks for managing, tracking, and disbursing federal grants and will work with the client team as a trusted advisor. The candidate will design testing strategies, coordinate test execution, and report results to stakeholders. The Lead will perform manual and automated testing and will review and provide feedback for business requirements and user documentation. The Lead will work closely with the business analyst and development teams to fully understand the FEMA business requirements and ensure delivered code meets or exceeds FEMA quality requirements.
This position requires strong technical skills, strong knowledge of federal grants programs, and the ability to collaborate across teams.
Basic Skill Requirements
- Bachelor’s degree in technology or a related field
- 5 - 8 years of experience creating test plans and scripts, and end-to-end test executions
- 3 years of experience in designing and building business processes
- Solid experience with JIRA for test case management and defect tracking
- 5 years of experience with Agile software development practices and Agile/scrum methodology
- Experience in federal grants management systems or large-scale enterprise systems preferred
Required Skills
- Develop and execute comprehensive test plans, test cases, and test procedures for software applications and system interfaces to validate system functionalities, ensuring end-to-end operational efficiency
- Develop, maintain, and perform manual and automated testing activities (i.e., define scenarios, develop detailed scripts/procedures, map acceptance criteria to scripts, document test results)
- Define test strategies that align with federal system requirements and ensure compliance with federal/FEMA specific standards, regulations, and guidelines (e.g., OMB Circulars, CFR)
- Ensure systems are compliant with accessibility requirements such as Section 508
- Lead the User Acceptance Testing (UAT) phase, ensuring that grant administrators, financial officers, and end-users can effectively utilize the system
- Validate that system changes do not adversely impact FEMA’s grant lifecycle, from application to award and closeout
- Collaborate with business analysts and development teams to understand business requirements and specifications
- Execute software regression and new functionality test scripts to identify and document defects, areas for improvement, and validate that acceptance criteria are met
- Have solid working experience with JIRA and utilize JIRA to track and manage testing activities, defects, and test case execution
- Have solid working experience with other test case management and defect tracking tools (e.g., Selenium)
- Contribute to test automation efforts by enhancing automated test suites
- Provide clear and concise status reports on testing progress and results
- Work closely with Product Managers and Scrum Masters to assess the impacts of functionality being delivered and trace work being executed in upcoming sprints/increments
- Apply business and functional knowledge including testing standards, guidelines, and testing methodology to meet the team's overall test objectives
- Work closely with clients to frame and analyze problems and apply logical structure and evidence-based reasoning to recommend solutions
- Develop or contribute solutions to a variety of problems of moderate scope and complexity
- Possess strong analytical and problem-solving skills, with strong attention to detail
- Excellent communication skills, both written and verbal
- Be able to work independently and mentor junior testers
